Mav, I completly messed up your sheet. I thought they were shelter survivor who had emerged a few centuries ago. Let me redo it.

But before I do, I have to let you know that you will be under very strict rules for shelter survivors.

Check out Mail's shelter sheet to see what they are.

You cannot, grow pop, limited to the shelter's pop cap.
You will have no agro techs. Been living on processed food for 400 years.
You will have no natural resources. Been living on machine processing for 400 years.
And the biggest disad, an increased chance of disease breaking out. Been living in a big steel box for 4oo years. No built up resistance.

So if you want a Fallout Shelter Go ahead and pick 2 specialists, since to fit your theme, one of your specs will be a Theologian. :bs

Also, without the proper buildings, can I have a higher level specialist look for and then train lower level specialists from the population? Even if I can only get a few level 1 and it keeps the specialist busy for a year training them I think it would be reasonable. Cap training this way at level 3 and the specialist must be at least 2 or 3 levels higher? So a 3rd level could only train 1st level. And say 2xtraining specialist's level max trainees/year. If the trainees are level 1, they'd count as 2 trainees for training to level 2, and 3 trainees for training from 2nd to 3rd.

Mav, right now the rules only allow for one or the other. So you have to pick Villagers, or Fallout Shelter. Sorry.

As for training extra specialists, that can only happen once an educational system has been set up.
