Have 75 men and 300 protected population begin clearing the land around Clearwater, planting crops when the land is clear. The men are to be drawn from the less militarily proficient part of the population. This takes precedence over military training.

Have 29 men begin training in basic survival and surveying techniques. This exercise is expected to last one month. They will be the founding members of the Clearwater Survey Team, and will be hereafter referred to as Survey Team One. This takes precedence over military training.

Have 75 women from the protected population begin planning civil defense procedures for Clearwater. They will be put in charge of civil defense in the event of any major emergency, and will be referred to as the Civil Defense Unit in that time.

Have an additional 70 men and 280 PP begin setting up farms to plant corn.

Assign 25 men to form a lumber camp in the forest to the east of the city, and another 25 to set up a lumber camp to the north. They will begin work when they receive axes. Each man is to have 8 week's worth of food (200 units, total) and 8 week's worth of water (40 units, total)
