For the Austrian Empire:
Foreign Minister Klemens Wenzel, Prince von Metternich

The room was abuzz with conversation as the various dignitaries discussed the happenings in the United Kingdom of the Netherlands. A lot of the various representitives, for one reason or another, was concerned about the possibility of a successful revolt in Holland spreading to their homelands.

Lord Aberdeen clears his throat to gain the attention of the diplomats, "Gentlemen, we need to begin our discussions. So if you will take your seats at the conference table we will begin."

The conversations abruptly ended as the main dignitaries took their seats while their aides dutifully took up a position behind them.

Lord Aberdeen waited till the diplomats took their seats before beginning. "Gentlemen, on October 2nd, King Willem I of the Netherlands, appealed to the singatories of the Articles of London in 1814, to intervene and to restore order in his Belgic provinces. And by the stipulations of that Treaty we are bound to intervene in the conflict."

"To get the discussion statrted I will ask each dignitary to state his government's current stance on the issue. To begin, I will state that His Majesties government, while a supporter of Willem, His Majesty wishes for a peaceful settlement and no other type of intervention by the singatories of the 1814 London Accords. I now call on the representative of France to make known the stance of his government."

Talleyrand cleared his throat as he gathered his thoughts. On one hand he knew the King wished to annex Belgium, but on the other hand, he knew Louis Philippe realized the danger of helping the Belgians. It would surely arouse opposi­tion from the other great powers in defense of the Vienna settlement and the European balance of power.

"His Majesty Louis Philippe supports the secession of the Belgic provinces of the Netherlands, with future plebicites to determine their final disposition as an independant nation, or as a member of another."

Lord Aberdeen then turned the floor over to the Austrian representative Prince Metternich.

Metternich eyed Talleyrand with suspicion. He knew the French desired the retrieval of Belgium after it was stripped for them in the Congress of Vienna. And told his Emperor, Francis I exactly that. "His Imperial Majesty fully supports intervention in the conflict to suppress the rebellion."

Metternich knew it was better to be succinct in the opening discussions, and to be sly as they moved on.

Lord Aberdeen then turned the floor over to the Russian representative Count Nesselrode.

"His majesty supports intervention in the suppression of a rebellion against duly constituted authority. Such cannot be permitted to continue as it sets forth a dangerous precedent in the eyes of the commoners. Rebellion must be prevented at all costs."

He frowns for a moment then clears his throat and continues.

"Even to the point of armed suppression. To aid our allies in this critical endeavor, I have been authorized to allow Russian military aid in suppressing this disturbing rebellion. We, of course, will remove our troops when our ally does so request."

Prince Metternich smiled internally after Count Nesselrode declared Russia's intention to intervene. It fit perfectly with Austria's position.

Lord Aberdeen's brow continued to furrow as he heard Nesselrode's declaration. So far the two largest land powers, Russia and Austria, have declared their intention to intervene in the revolt. And he did not expect Prussia to be any different. If anything, he expected Prussia to side for intervention and allow the Russian Army passage through her lands.

Oh well, may as well hear it voiced, he thought bitterly to himself. "Count Bernstorff, would let us know where your government stands on this issue?"

Count Christian Gunther von Bernstorff shook his head at the French French representative’s stance on the subject. The Count winced in pain as he stood to give Prussia's postion on the current crisis, his gout was giving him troubles again.

"Gentlemen, i'm sure that if any one of our nations suffered from dissent like what is happening in the Netherlands, the mere thought of another nation supporting the sucessionists would be justiflication for war. Prussia will stay neutral unless the Netherlands Government asks for assistance."

The talks had been proceeding for nearly three weeks so far, and no resoultuion has yet been reached. But events were about to overtake the conference.

Prince Talleyrand knew he had a serpent coiled around his neck with the news he was bringing to the conference. Yet he knew it would be even worse for France if they did not tell the other great powers.

Talleyrand rose and began, "on November 9th, the Belgian Provisional Government requested that the Kingdom of France send an expedition to helo them quell the province of Flanders and force them to accept orders from the Belgian government." He knew the next part was going to not set well with the other powers, especially Prussia and Britain. "His Majesty, on November 13th, therefore has dispatched an expedition under the command of the Count de Pontécoulant in aquiscience to the Belgian request."

The new British participant, Henry John Temple, 3rd Viscount Palmerston, who was appointed Foreign Secretary when the Duke of Wellington resigned as Prime Minister, and Lord Aberdeen resigned as Foreign Secretary to show solidarity with his friend, stood and began.

"His Majesty's government, while supporting the idea of an independant and neutral Belgium, views this current action by the Kingdom of France as worrisome and therefore not in the best interest of the United Kingdom."

"His Majesty has sent word that as soon as Flanders has been quelled the French armed forces will be withdrawn." Talleyrand was quick to add.

Palmerston was taken aback by the pronouncement that the French would withdraw once their mission was complete. And as far as he was concerned as long as the French withdrew, he saw no reason to stop them, since he, in point of fact, fully supported the independence of Belgium.

"In light of the French dignitaries revelation, His Majesties government, conditionally, supports the French action."

The look on Talleyrand's face said it all, the support of Great Britain was the most desired option since it gave France more leeway.

Metternich was quick to join in, "we have seen French 'assurances' before. How are we to believe them now? Everyone in this room knows of the French desire to recover Belgium," the last said with barely concealed contempt.

"Monseiur Metternich, the only assurance I can give you is the word of my King, unless you are willing to say the King of France is a liar?" The rest of the room perked up at this, knowing of Metternich said the wrong thing Austrai would be ostracized in the eyes of the other monarchs.

Metternich could feel the rise in tension after Talleyrand's last question. No one ever called another nation's monarch a liar, even in time of war.

"That assurance is good enough for His Imperial Majesty's government." Metternich deftly sidestepped the liar issue with ease. As was expected by the other diplomats.

Palmerston smiled to himself, Talleyrand and Metternich have been enemies ever since the Congress of Vienna, and watching them verbally spar is a bloody good show.

"Do the representatives from Russia and Prussia have anything to say about the actions of the Kingdom of France?"

"Your Kings choice will put this continent into war, Lord Talleyrand. Permitting the peasants to succeed in any kind of revolution will harm us all in the end. My Emperor cannot allow this. " His voice was firm as he said these fateful words.

Count Christian Gunther von Bernstorff waited until the Russian minister had finished.
"The French Government has set a dangerous precedent. By intervening, they have invited other powers to do likewise in the future. We hope that France considers thier actions if they protest against anoter nation doing likewise."
