The Admiralty does not feel the need to use Sardinian Naval bases due to our control of the Island of Malta. If Sardinia had naval stations in the Eastern Mediterranean or the Indian Ocean, they may have accepted the Sardinian offer.
As for taking over piracy suppression... maybe someday when the Sardinian Navy has grown beyond more than just a coastal defense force.
Thusly, on the advice of the Admiralty, the King feels there is no reason to sign this treaty.
